firstly check your f(function keys) for dirt or something jamming the f8 key(it happens)
if this is not the problem try this,the next time it boots up in safe mode,select last good configuration and return,this will return it to the state it was before this safe mode problem arose
try typing msconfig in run command and this will launch the configuration utility,press the start up tab and uncheck all the programs that you dont need on start up,dont worry these dont delete the programs,just the start up items
there is spyware and viruses on win 98 that cause these kind of problems so running all security scans will not go a miss
lastly,as a old 98 user(i still have the disc),i would really lay it to rest as you probally know that microsoft have stoped doing updates for 98,so you are leaving yourself wide open to hackers,they love 98 users,as it is so easy to use them as zombie p.cs(p.cs that are controlled by external sources)
its a shame really as 98 was and is a good operating system,but security flaws has made it to unsafe

Shut down the computer totally first. Then, start it up after a minute or so. Look at the screen while it is starting up. There should be an options screen. Then just push the number button that corresponds with the boot normally. If that doesn't work, you might have a virus. Hope this helps.

The Win 98 safe mode boot up is the F8 key. Might check and see if there's something in the keyboard (a paperclip or something) that's grabbing the F8 key.
It'll also boot in safe mode if a driver - particularly a video driver - is corrupt, or going corrupt.

There are a lot of possible causes of this problem. First, corrupt applications are the number 1 culprit (try uninstalling and reinstalling these applications). Second, it might be that some sectors in your harddrive are corrupt/damaged (try finishing the scandisk and perform surface scan .. it might take a while but it will really help solve the problem). Try checking also your system properties' performance settings if there are boxes that are not default.

Press F8 at boot up (keep pressing).
From the menu choose "Command Prompt Only".
Type scanreg/restore
Choose a listing with a date on which your system booted normally. After restore,restart your machine.
Also run scandisk /surface to check for bad sectors.

Windows 98 will start in safe mode if it determines that the last startup was not ok. So if the startup process was interupted, the next time it starts in safe mode.

If it has not been shutting down properly then it will not start up properly. That problem could be caused by software corruption which could be caused by a failing hard drive. Run scandisk and see if it fixes any errors. If so then the drive is on the way out as and IDE drive should not show any errors.

you do get this in 98 if it has not shut down properly try allowing it to shut down and then restart check the keys are not sticking if this doesn't work try a reinstall check your hdd for space someone could have dumped files on your machine for storage you won't see them but the space will show if you check you will have to restart system pain but it will delete files if still a problem ditch 98 and go for xp it will work on old machines if you are careful and will keep out hackers

Windows 98 will start up in safemode any time it fails to start up on the previous try. The problem you need to solve is what causes it to fail to start up (and possibly to reboot before startup completes) and fix that problem.

The machine sounds like an ideal candidate to try out something new - like one of the many Linux OS out there. For newbie I'd recommend Ubuntu of Mandriva.
