They're supposed to have great steak in a hotel restaurant that's located on site at the airport, tho I'm not sure of the name.
Jersey Gardens Mall (where there is also a movie theater)
You can play pool at the billiards on route 1/9.
There are go-go bars on route 1/9 if you're into that.
Newark Museum.
There are pleanty of things to do in Newark, but perhaps 4 hrs is not enough time. People who say otherwise are ignorant and misinformed.

Do not .....I repeat do not venture out of the airport. First of all I can not stand that airport. Getting there is a *****. So stay put and stay safe or you might not see your next destination. Take a good book to read or browse the shops. Catch up on your cell phone messages and return some calls. Call an old friend while you have a beer or cocktail at the bar. Save up a nice long crap for the airport restroom (1/2 hour there).
Seriously if you do not have a car why be at the mercy of someone else to get back to the ariport in time? Not only that ....if this is happening soon I'm sure the stifling, hot, stanky, Newark air will be a big turn off on going outside.
****News alert *****if it a town/city is not in a brochure at your local travel agent then it is not worth sightseeing.I've never seen Newark as a vacation destination- unless you are a crack ho and need a quick fix during your layover.

Buy a good book and go to a food court. The Airport is the nicest thing you can do in Newark, especially without a car. You could go to Ikea, but that takes a car.
Stay put and be glad you don't have to venture out to Newark.
Of course, going over to the City (NYC) is a different matter.

stay in the airport. There is nothing to see or do in Newark, NJ. Its an inner city with nothing noteworthy going on that you can kill 4 hours. I'd say try to go to the Performing Arts Center for something, but 4 hours to get there, see a show (if you are there are night), and then get back will cut it too close.
Newark is nothing like NYC.

Only thing I can think of is, if you're all about some bargaining/shopping. Go to market street you can get bootleg stuff/regular stores, shops etc. Take Airport tram to main train station take one stop to Penn Station & then walk to Market street. Within 4 hours, that would be the only thing I suggest, the last thing you want to do is get stuck in traffic/miss train in NYC & then you're screwed, if you miss train at this area in Newark, you can catch a cab at Penn Station Newark & get to airport in no time.

it is not a very nice area.
I'd suggest finding a window and gazing at the NYC skyline... Even though the airport is fairly close to Manhattan, the traffic can be so bad that it can take 2 hours to get to NYC -- so you don't have enough time to head out to Manhattan and then wait to go back through security again.
