I'm not sure but it doesn't seem right. If you verified the information on the check with the license and signature and the check looked authentic then it should not be your fault. That is why most places charge a high fee for returned or bad checks. That is also why most companies enforce the process of verification so they weed out as much as possible.

It would depend on the situation.
If your company requires you to run checks through Veri-check or some other program that verifies funds, and you failed to do so, then you violated company procedure.
If there are notices posted or you have been otherwise notified not to accept checks from certain individuals, and you did so anyway, than once again you were at fault.
There are many situations, and you have not given much information about your particular circumstances.
