Shot is recorded when a player shoots or heads the ball towards the goal even though the ball misses over the bar or wide.
Shot on goal is recored when a player shoots or heads the ball towards the goal and the ball actually goes into the goal or the keeper saves the possible goal.
Shots=Shots on goal+Shots which miss the target

The difference is simply whether the shot was on target or not.
ie, between the goal posts.
