you could take a shot which sailed over the post, or not even close to the goal, and a shot on goal actaully had a chance of going in

A shot on goal should have been a goal if someone had not stopped the ball. A shot can go out of the posts.

Shots on goal are shots that have actually gone someplace on goal and saved by the goalie. Shots are shots taken that went on goal and have even missed the goal, such as going over the net or wide of the net.

Shots are just attempts toward the goal. They can go above the goal, on the side.

Shots on goal are shots that were blocked by goalie or scored.

No difference .. since there are not "GOALS!!" who cares, FiFa is bored so they increased the statistics in the games to keep them busy .. just like ball possession .. who really cares... at the end most goals win ... so ..
