could have a salt deficiency. lots of animals lick when there's not enough salt in their diet. get a salt wheel from the pet store...you'll find them with rabbit stuff. they're only a couple bucks. see what your dog does with it.

maximum dogs do it alot, its their way of cleansing theirselves, is he doing it consistent?? or only usually and at awkward cases for you? if consistent, he would have some type an infection or difficulty, and there is inflammation down there,,,,, a visit to the vet will be perfect, dogs can get bladder/kidney infections, all the pieces people can,,,,,,,,,,, i dont imagine neutering would easily make a huge difference,,,,

He needs exercise. When a dog starts acting like that it's because he needs long walks. Also after the walk if he starts to do it make a noise that lets him know you do not approve.

Squirk her with the water bottle and also tell her "No". This is my best suggestion. Also get her some pet toys like squeaky ones as she will enjoy too.
