Are you sure that it was sterling silver? Cause it's not suppose to tarnish. You may have gotten ripped off. I've had sterling silver jewelery for years and it never tarnished.

All sterling silver is prone to tarnish. You can clean it with a silver polishing cloth or silver cleaner. They sell them at Walmart or Kmart. Also, most silver and white gold jewelry have a rhodium plating over it. It keeps it from tarnishing. It does wear off and needs to be redone. You can have a jeweler do this for $10 - $15.

The more pure silver is, the more likely it is to tarnish. All you need is some silver jewelry cleaner. Use it whenever jewelry starts to tarnish.
