Secrecy is when things are hidden on purpose for various reasons.

Whereas privacy is the individuals right to live a life that he/she chooses without having to justify to anyone.

Secrecy is when you don't let any one in to know anything about you, or something that you would like to keep hidden
Privacy is when you allow people to come in, but only in specific moments, and for specific reasons, and ideas.
