In the laws of the Game (LAW 10 – THE METHOD OF SCORING)

Goal Scored
A goal is scored when the whole of the ball passes over the goal
line, between the goalposts and under the crossbar, provided that no infringement of the Laws of the Game has been committed previously by the team scoring the goal.

So for a goal it can not be a bit of the ball touching the line, the whole ball has to pass over the goal line.

The ball does not need to hit the ground or net for it to be a goal. All it has to do is cross the end goal line between the posts. Just like a goal in hockey (only with a puck)

In football (soccer) it is not necessary for the ball to hit the net. A goal is scored as soon as the ball breaks the plane of the goal line inside the confines of the goal.
