In Embryonic development, the fetus has 2 gonads that are not ovaries or testes yet. Both of these reproductive organs come from the same gonads and then start to differentiate at a later time during development. Either it will become male and the gonad will descend to become male or if female will ascend and become the ovaries. The other reason is due to the symmetry of the human body ant the way it has evolved. This is why you have two pairs of certain llimbs or organs.

Just like kidneys - heir and a spare. But seriously some men have up to 9. I even saw a picture, in an abnormal sexuality class as a Master's student, a man who had 16. He had to have some removed as they kept getting caught and causing him pain.

easy two is enough each alternates in sperm production and three might lead to heart failure and probably cancer as the hormones created by the testicles [had there been three or more] coul din certain cases by fatal. WEIRD WUESTION THOUGH. It reminds me from the movie Total Recall where there was aldy with three breasts talk about overkill :)
