All oversimplifications. It is by far easiest to hook your S-Video out from your video card to your TV but quality will be very low.
To do it right requires multiple softwares (many are free), the right media (blank DVD disks), correct zone settings, file compression etc.
In a nutshell, you'll have to convert your files to NTSC (in the US or PAL in the UK - this is "television format"). This process can take anywhere from 1-8 hours depending on the quality setting and such. Then, you'll have to reauthor the converted file and burn to a quality DVD. I have done this entire process and had joy at the end but I have also made coasters after 8+ hours of converting.
This is something you'll have to get into - one answer, no matter how long-winded here will suffice.
A great place to start is here:

If ur DVD player is a new version u just burn the cd as data cd and play it, it will work fine.
It must not be encoded with divX or XVid. But some new players play those files also. This all is possible because the codecs are already inside player.

It has to be converted to VideoCD or DVD format. Nero Digital should be able to do this for you.
