This is easy: to make powdered water, you first take a volume of water and dehydrate it. Once you've done that, you have powdered water. Reconstituting it is as easy as adding water to rehydrate the powder. Voila! 8^D

to make powdered water take one cup of water, freeze it, then take a knife and shave the ice into powder? Also known as snow, to make it back into liquid, apply sufficient heat, and walla! you got water.

Remove the oxygen which would leave hydrogen. Then , you would only have to expose it to oxygen to get water.
