is there any dos command that enable you to enter admin password and run some command that need admin privillage?

i think its called Setguid command and the Role command dose commands can make your account have SU powers

No... DOS was never meant to be a multi-user operating system like UNIX or any of its variants. As such, there are no -su (switch user) commands.
