I believe the best "scary" movies are those that portray events that could "really" happen, like...Armageddon, The Day After Tomorrow, 8MM, American History X, Behind Enemy Lines, Se7en, Signs, The Sixth Sense, Tears of the Sun, War of the Worlds...stuff like that...it "scares" you because you recognize the potential of science fiction turning into reality...now that's scary!!!

I didn't find it horribly scary, but i really liked High Tension. Its a french movie.

the Japanese movies like Ring are scarier than the remakes.
I can't nominate a really scary movie because I don't get really scared any more.

The scariest movie I ever saw was PSYCHO directed by Alfred Hitchcock in 1960.

That one spooked me then and still gives me chills.
Jack Nichelson is sooooo convincing.
