Under acceleration or braking in a car the laws of physics cause the weight to transfer accordingly to the rear or front of the car. What is te speed of making that transfer? I am sure it isn't the speed of light. Is it determined by the speed or weight of the car or by something else?

It's primarily based on the rate of acceleration or deceleration. Spring and damping rates as well as mass will all come in to play.
