Interesting question!
during the late 1700's, men wore shorter knee-length pants with tights or hose under them. I think full length pants didnt come into style until the early 1800s, so maybe Van Buren or Harrison.

I 'm not sure who exactly, but it wasn't Washington, or Jefferson. They all wore knickers and stockings. It had to be somebody in the early 1800's,like Adams, or Jackson, when they started wearing long pants..
