Start with your local community organizations such as chamber of commerce, Lions, Rotary, etc. Ask for help from each as to where they think you have the best chance.

Many grants are aimed at theatres that are already up and running. You may need to start small and demonstrate that there is a need in the community that is being filled. Some of the best grants are for educational programs, like acting classes and such.
Incorporate as a not-for-profit if you haven't done so already. That's where you can really get good grants, too. I've linked a site with lots of information about that.
Break many legs. The world needs more theatre and I'm glad to see someone doing something about it!

Many areas have both state and local arts or cultural councils that give out grants and can point you in the direction of others.
