If it is an informal cafe, then it is OK. If it is a more formal/nicer place, then go to the ladies room.
Also, try positing questions like this in the Etiquette category, not Dining Out LA....

It is very rude to apply lipstick at a dinner table. Excuse yourself and head to the ladies room. You wouldn't like if a man took out a shaver and decided to shave while you're having your meal.

I do it all the time, but usually if it's just a very quick touch up. If I need to pull out a mirror, then I go to the bathroom. Or, if you're dining in a very fancy restaurant or with guests who might find it offensive (like the Queen of England), then the safest bet is to do it in private in the bathroom......

As long as it's done discretely, it is not improper to put on lipstick at the table. Anything else though should be done in the restroom.

It's more appropriate for her to leave the table, but understandable if she doesn't trust the restroom in the cafe.

I dont think "ladies" should do that. You might as well blow your nose at the same time.Step into the powder room or restroom(whatever you call it) and handle your business.thats rude and just unsanitary also.Your lipstick carries germs from previous uses. You should apply it in a place you can wash your hands.

If it is only lipstick, and in a discreet way, it's alright. But if you're put on a whole new make up, go to the bathroom!

no, she should excuse herself and go to the ladies room to freshen up. Just like same as blowing your nose at the table!

I believe it is perfectly acceptable. If the older generations have something to say about etiquette, then it is fine. My mother who is now 70 insists that we reapply immediately after dining. LOL

I think it is not polite. She should go to the Ladies room to apply makeup.
