first i think the best way to do is be friends with ones of his friends then the rest is history, try learning more about him, of course don't try to easily give hints that you LIKE him, first let him know you. After that let destiny take it's course.
if not effective why don't you tell him how you felt..? That's the most plausible and usual thing to do.. ^^
You can write him a letter or... (BUT THIS IS TOO OLD)^^

What natio is he? Why do u think he doesn't notice u? Anyway if I'm trying 2get a guy 2 notice me then I'd be nice 2 him, don't be shy around him, don't make a fool of ur-self & DON'T ACT STUPID AROUND HIM!! Be ur-self.
