Shouldn't your question read"who discovered the first ....." As I understand artesian wells, they are a natural phenomenon and were not invented. We had and artesian well at a place called Dixie Springs in Mississippi years ago, and someone had driven a pipe into the well hole just to give the water direction. It continued to flow for many years and may still be flowing. It was very clear and cool water.
