Yes. Horatio made it look like the people who were looking for him killed him. Ray had a bullet proof vest on before meeting them. Later Ray left with Yelina and their son Ray, Jr to Brazil. Yelina may appear on CSI Miami next season since Horatio and Eric are going to Brazil to catch Antonio Riaz, the guy who ordered the hit on Eric's sister (and Horatio's wife).
