simple right click on a blank sectiion of the tool bar and check to see if "lock the tool bar has a tick nxt to it if it does then simply click the link "lock the taskbar" this will unlock the task bar, you should now be able to move the taskbar to where you need it.
now repeat the process that you used to UNLOCK the task bar to re-lock the taskbar in its new position.
now go into the control panel and select user accounts and create a strong password for your account and create a user or guest account that you provide a password for to your friends.

Right click on the taskbar and choose options, there should be a check box that says something like "lock taskbar" if this is checked uncheck it and click apply. You should then beable to move it.

Try right-clicking on ont he taskbar and make sure that Lock the Taskbar is not selected. If it is, select it again to unselect it. Then you should be able to move it.

Buy an Apple computer. I did 4 years ago after building my own PCs for 15 years. I just got tired of fixing windows and rebooting.
