Because that's the temperature we reach internally, our skin is very different it does not produce heat therefore we feel the heat and cold!

You need to take into consideration on how the heat is being transferred. Heat is absorbed into the body while the sun radiates heat onto the body. Another example is why something you touch that is 100 degress is hot. That is because the heat is convected.

because human body generates heat and it feels most comfortable when it dissipates the generated waste heat. when you cannot dissipate this waste heat you say it's too hot. when you loose more heat than the generated waste heat you say it's cold. it's not directly effected by the air temperature. it is effected by the heat flux.
