Depends on you.
I find it best to thrash out some ideas with pen and paper. Firm things up and develop them. Choose a couple of ideas you like best from the lot and draw them up on applications like Illustrator or Corel Draw.
From there it's a process of refining and getting feedback for your work.

it helps if the logo is related to the product your selling. for instance, i work in the maintenance field. so i came with meeffixxitt as my personal logo to let people know that i fix things.
