With freedom of information act - i worry that... they will trace it back to me and i am scared of these people i wish to report.

If you have a Crime Stoppers program where you live, report it to them. The EPA works with local law enforcement agencies to stop illegal dumping.

Crime Stoppers allows you to report without reveling your identity. If you have no crime stoppers, call the local police/sheriff (on their regular business number, not 911) from a pay phone and tell them you want to make a report, but not identify yourself..

do it anonymously -call from a payphone or write a letter and mail it in another town

contact your local gov't people, but don't give your name...tell them you want to be kept anonymous due to retaliation or whatever your reason may be
