If you are spelling out the numbers in sequence, from one, then it would be you would go upto one thosand (or one hundred AND one if you are being pedantic).
Also if you start from one thousand, then you already are there at the first number.
However, if you are randomly picking numbers, then it would be impossible to answer this question, as each time you started you would have a different answer.
So, the answer depends on two factors really,
1. Are you spelling numbers in sequence?
2. What is the starting point?

If you are talking about positive integers, then the first number would be one thousand. If you are not talking about integers, then for any positive number you give me, I can always find a positive number that is smaller and contains an "a" in its spelling.
