Your camera should have come with software. If you use fire-wire and link your camera through USB you will get best Result. When you use TV Card it reduce you resolution to
1 If you are on PAL then it will be PAL resolution
2 If you are on NTSC then it be NTSC resolution
TV Card is not good for Video

If you encoded it with a video codec, use a setting that sacrifices space for quality.
If you mean because it has very poor resolution, that would be because the TV standard (although not HDTV) has much less resolution than a computer.
