OK, so one option is to get a special lamp that your hubby can use in winter to prevent his mind and body going into hibernation. These are a little pricey, but a friend has one and they do work.
Secondly, are you sure it is SAD and not general depression? Depression is something which is worse in winter because sunlight has positive effects on mood. So see a professional (if you haven't already) and make sure it is SAD.
As to climate and day length. The basics are that the closer you are to the poles, the more the day lenght will vary depending on the time of year and the worse the SAD will be. So you need to find somewhere closer to the equator with a climate that you can stand. Generally if you like a wetter, less harsh climate then you probably need to go somewhere which is next to one of the oceans, as these have a moderating effect on climate and increase rainfall (for the vegetation you love).
Taking these factors into account you could try the west coast of Spain, or indeed some parts of the west coast of the USA, Austrailia also an option. But like I said, moving is quite extreme, so think about getting a lamp, and make sure it isn't depression (which is treatable by drugs and talk therapy).
Finally don't forget that climate varies a lot within the UK, Kent, Essex and East Anglia have more sunny days and a lot less rainfall than the rest of the country (especially the west and north), and being anywhere in the south will make for somewhat longer days in winter, compared to the north.

A friend of mine living here in Canada suffers from SAD in the winter. She purchased a special light called Day Light which she uses 20 minutes a day and is relieved of all symptons of SAD. This may help. They have their own website with loads of information.

But he wasn't happy in the beautiful sunlight of Cyprus.
No matter where he goes - and Australia is not a bad suggestion - he won't be able to get away from himself, and his basic personality.
None of us like the gloom of this part of Europe, but we have to make the best of it, and count the pluses.
Maybe that's what he should do.
Nowhere is going to be perfect.

Doubt if you will find anywhere in England without our un-predictable weather! Did read in a magazine though that you can buy an appliance that helps with this condition-like a miniture sun lamp. Hope this helps.

While moving is a nice idea, foreign climates can have their own forms of stresses, and you may not be able to stay for long periods. How about an alternative?

Hot summers and mild winters, depending on where you live.. if you live in a place like Brisbane it's always pretty much balanced.
