if you have administrative priviledges on the web server holding the site, or have some power in the network connected to the said webserver you could block it.
but then again, if you were and server or network administrator you wouldn't be posting this question.
ps. blocking sites is considered censorship and many people on the internet don't like it.

Simple. Go to the admin area of the web and delete all files.
