Since an Oracle tablespace can be thought of as equivalent to a folder in a file management system, it seems possible to have two tables of the same name in separate tablespaces. If one were referencing them at the same time, however, one would have to specify the tablespace name as well as the table name.

No. Tablespaces are on physical layer, where as schemas are logical. You create schema on tablespaces, then you store tables in schemas. In different schemas, you can store tables with same names.
