I was told that you can transfer from MS Access to web based. But I dont know how. My database is large - 20Meg - linked. Any suggestions?

I would suggest trying to browse Webbase forums and help information - I do get the impression that you can just link your database to the program, without export/import. I may be wrong.

Yeah. You can either export the database as CVS or use ODBC to copy directly into the target database. For example, if you are going to a MySQL database, use the ODBC support in PHP to connect to your MS Access db, copy recordsets, then connect to the MySQL db. If using a Java database, use JDBC.
