If you want an appointment with a CEO, you will need to make sure your meeting with he/she can offer value for the time spent to either the CEO or the company. The promise of good publicity might open a door. Offering instruction with the CEO;s chip shot might do the trick.
Research the person and the company and you might increase the chances making a meeting with you more appealing if you can offer something that is desired or needed.

You can call the receptionist for fixing up an apointment. Be clear and firm about your purpose of appointment. They may not take you seriously but tell them how your appointment will be beneficial for the company. Alternatively you can contact a person that have good personal relationships with CEO, if you know someone. Prepare the sound reasons to represent the importance and significance of the appointment and be flexible about the schedule and time of the appointment.

Ring up and ask for an appointment. Be firm but not rude. They will try and put u off - be persistent and say that any time is good for u.
