Tell them either they or you have to say something about it. If they don't come clean the next day (if it's not time sensitive) tell the principal. If the student gets called in on it they can always say they were just kidding and you're off the hook. The student won't confide in you again but you have done some good cya. Your principal then has the onus of calling the parents. You are not protected by any confidentiality in this. You are not a cop, lawyer or priest. You have to talk to the principal. Likely he'll say if it's not a law or if it's just here say you're covered. If you get this answer but you are still really affraid you have to make a choice about going to the police or parents.
There's no easy answer to this. Sorry.

In NY we have to turn them into the school authorities... we have our own system for addictions and "jail" here. They are usually in some kind of after school program as well when they return- if they return for the year.

obviously if they tell you that,they trust you ! Be honest with them and ask them to stop.If they trust you enough they should listen to your advise.
One of my 6th grade students just told told me he was gang raped by three other boys.He will have to go to court later and wants me to go along with his parents just to support him.If he was able to confide in me with that situation,he has alot of trust in me and I will be there for him ! !
School officials were aware but could not talk about it due to his age and of privacy laws.

talk to them so they would trust me to find out more on what they doing . then depending on the severity of the activity. Then I would listen to my gut, on what to do next.

If they told you they are aware of their own actions and are most likely trying to get you to join them.
Walk away, forget it and let the consiquences of their own actions fall upon themselves.

there's no use forcing them out of it
u gotta b patient and talk 2 them properly and let them c them for themselves the dangers and hazards involved in that activity
i think u gotta bcome a kid of their age,talk in their lang to explain that wat they r doing is wrong but never contradict them directly
