I'll probably leave this to a vote, because I have my own biases...I want to see what you guys think. Good choses so far.

It is hard to answer this because it is subjective. The best songs so to speak may not have the best singer singing them. The best voice is hard to guage because we usually hear these guys after their voices have been synthesized to the death. You did say "best voice" so I would have to suspend who I like as a singer or frontman. And who I like to listen to more than others. I like ACDC for example but don't think that either Scot or Johnson would qualify for BEST ROCK VOICE. I would say that the best ROCK voice I have heard would be Rose although I am not a big GNR or ROSE fan! OVERALL, if you are including frontman/stage presence, AND voice AND artistic talent in general, I would go with Freddie Mercury.

Tough call....I can't put them in order but here are some of my top picks:
Male:
Freddy Mercury
Meatloaf
Robert Plant
Jim Morrison
Elton John
Female:
Aretha Franklin (can she count as rock?)
Chrissy Hynde
Pat Benetar
Janis Joplin
Olivia Newton John (say what you want but she had a great voice)
Joan Jett (before the facelift)

There are a couple of people who all have equally good and really versatile voice they are-

Axl Rose (Guns n Roses) check out the song Welcome to Jungle
Rob Halford (Judas Priest) check out the song Hellrider or Painkiller
Ozzy Osbourne any Black Sabbath song or Ozzy's 80s and 90s albums with Randy Rhoads and Zakk Wylde respectively

mercury. all of his songs prove hes the greatest. his tone is amazing in each and every one. asking for a song to prove a vocalist would mean that your looking for someone who isnt very consistent and so the greatest vocalist who fits in that category would be chris cornell with songs like jesus christ pose and say hello to heaven along with all the not so great ones(relative to his own voice) like... well like any of the songs he sung on out of exile. robert plant too is great but noone compares to freddie.
