The main options nowadays are:
1. PC based recording
2: Stand-alone Hard Disk Recorders (HDR)
PC based recording can be pretty cheap, and achieve reasonable results. Try a Creative Labs Audigy soundcard for budget ($79 entry level to $299.99 for the pro card)(http://www.soundblaster.com/products/welcome.asp?category=1&subcategory=205) or if you can afford it a soundcard with a breakout box like the $499.99 E-mu 1616M (http://www.dolphinmusic.co.uk/page/shop/flypage/product_id/5610). Also check out Digidesign's products.
The 1616M comes with a basic sequencer package Cubase LE, and audio editor (wavelab) and some other useful applications.
Alternatively you could by a stand-alone hard disk recorder, which is a mixing desk, effects rack etc all in one. Expect to pay about $1200 upwards. Check out Roland VS range, Akai and Yamaha.
You'll also need a microphone. You could use any studio/live microphone to start off (The 1616M, Digidesign or Hard Disk Recorder options mean you won't need a separate mixer, the creative labs soundcard you will). At a budget you can use something like the old standard Shure SM58, but at the reasonable budget end of studio microphones you can pick up something like the Rode NT2 which is great for vocals.
If you have a PC you will be able to burn final mixes onto CD. Most modern HDRs if not all, now have that capability.
You'll also need a decent amplifier, headphones and monitors.
Lastly creating an environment. Ideally you want a room you can dedicate to your music. That will allow you to do some basic work to improve both acoustics and sound proofing.

you can do it now with your computer that is true but if your very serious then you burn serious money!! 12 channel stereo mixer power amps speakers and a snake for the mics and the mics and mic stands I did
that at a cost of $15000 I can record to cd dvd or tape of flash card or smart card digital or anolog a ton of effects and compression settings although I got 12 channels on thes mixer I can go upto 105 with the digital mixer on my computer too

I build one for my girllfriend, I used cake walk the best software .most pro studio use them m- audio (mike) pc card.acid music to import,and it was done in a very large closet.cake walk was about 480.00 m-audio 250.00 ,acid music 99.00 is very easy, cool to lay music tracks. buy online,shop for best price,also search ,bulding home studio,got my info that way spend the money, get it right first time.have fun ,
