Who needs brakes when you've got a horn? Harley isn't exactly the pioneer when it comes to new technology, besides; why put something on your bikes, that will increase the selling price quite a bit, when you all ready sellout almost every year.
The Japanese market is much more competitive, and competition breeds new ideas.

Real Harley Men don't need brakes! The only original idea Harley-Davidson ever had was to push the old-school, manly-man cruiser style of motorcycle, and the old-style marketing plan just doesn't call for using ABS!
You don't need high-tech brakes and advanced safety equipment when all you want to do is spend all weekend with your motorcycle parked in front of a bar polishing chrome, comparing tattoos and telling lies about what a bad-*** biker you are.

I've always been of the opinion that if you 'need' ABS on a motorcycle, you probably shouldn't be on it. Motorcycles aren't cars, you can have ABS all day long, but if you exceed your balance point during a braking maneuver, ABS isn't going to save you from dumping/high-siding. Take your normal brakes out to an empty parking lot sometime, and practice. Also, check out the Motorcycle Safety Foundation, they have expert rider courses etc...

Most Harley owners don't like the V-Rod because of the Porsche designed motor, they wouldn't like the Nissan designed ABS. You would think for the price they charge for bikes, they would have a top R&D department.

Because HD's are behind the times. Remember, you're dealing with 20 year old technology here. People are buying them without ABS, why should they update the bikes if they don't have to.

If you want modern technology and up-to-date electronics (including such things as ABS), you are definitely riding the wrong machine.
ABS is a huge advantage in emergency stopping conditions. It can save your life.
If you are serious about riding, consider investing in a bike that is designed by engineers.

Because motorcycles are dangerous, even if they have ABS. Try driving cars. You can stay dry when it rains, and you have a much lesser chance of dying if you wreck.
