Every country with a Soccer Team participates in the World Cup through Qualifying Matches. However on 32 can make World Cup Finals (this is the official term for the actual Tournament).
So the answer to your question is YES. Whether they qualify for the Finals is another story as Asia is a competitive region. More so now that Australia has ditched Oceania to join Asia.

no chances coz the level of game , available infrastructure coupled with infighting amongst the bosses game levels cannot be pegged up.Barring few clubs from Bengal, Kerala .Goa & Punjab that takes care of the player's needs stepmotherly treatment is meted to football hence india shall remain a cellar team

in the present form, india cannot participate. only remedy for indians to participate is, to host for the WC . so they can particiapte without playing qualification rounds.
