No it is not true.
But it's true that 20% of the society is under stress or suppression in one or more areas of their life - and that makes them make mistakes and look like an idiot.
Plus the lack of a proper real education - customs, morals, ethics, the laws of life - this makes people look like idiots.
Also, lack of communication can bring about the appearance of being an idiot.
Reality is an agreement, and where there is not agreement on the rules of the game, one can look like an idiot. :)

no offense but people are pretty ignorant and when my kids were in school,they were told by teachers to write stories and spell words however they wanted to spell them which I thought was crazy/lazy of these so called teachers. no wonder people are so ignorant. i don't know about 95% but I sure would beleive in 75%!
