Momentum is conserved.

An elastic collision between two billiard balls moving directly toward each other at the same speed results in two billiard balls moving directly away from each other at the same speed.

An inelastic collision between two blobs of clay results in one blob of clay that's not moving.

In both cases, the net momentum in the inertial frame of reference of the table is zero, before and after the collision.

yes it is a vector and that is why momenta can cancel each other!
like angular momentum is given by the cross product of radius of gyration and linear momentum, which implies that both kinds of momenta are vectors
now if they are vectors then they r goin to have direction apart frm magnitude
if they have got direction, that means they can cancel each other or get added vectorially
