The government could pass such a law. It could also tell us how to dress, what music is acceptable and which citys and states we're allowed to visit. All based on reasonable concerns for our safety, the environment, public health (mental & physical) or whichever social concern happens to be in fashion. And it would almost certainly fail. Remember prohibition.
The best solutions are the simplest. Make gas more expensive, make other fuels less expensive, make an suv that gets 50 miles per gallon.

OK, so if you're a liberal, you're probably for abortion as the right to choose. However, you would be contradicting yourself making this argument.

Or perhaps, maybe you're a conservative that thinks the government has an obligation to restrict the use of gasoline. However, you'd be contradicting yourself again since conservatives have done very little to promote energy conservation or regulation in other industries outside of automotive.

Either way, the different points of view are the reason why the government hasn't done anything. That, and the fact there are many lobbyists in Washington with deep "interests" in making sure such action is never taken.

The belief that there is a shortage of crude oil is a myth. The government(White House, Bush and his cronies)want to take care of their rich friends. So they push fossil based fuels. The attitude screw the environment, buy a gas hog, and waste tax payers money will be around until the American people take action against the political system and the corrupt greedy elected officials. The rocky mountains in Colorado and Utah have the worlds largest deposit of Shale oil in the world. Because of greed we can all run our cars on Alcohol or vegetable oil paying 50 cents a gallon. Go figure.

well than you would hear that the government is taking more rights away. People don't want to conserve until they don't have a choice like the prices going up.
