My guess would be Knox NY or any of the other four hilltowns here. There are only about 10K people in the hilltowns and it seems like everybody knows everybody and what they've been doing. It simply wouldn't be smart to try something up here. We'd all know before midnight what was done and by whom.

I know here in Arizona, Paradise Valley (the city, not the area named Paradise Valley) has a low crime rate.
