I can't remember much about it. I'm pretty sure it aired while I was in high school (1994-1998) it didn't last long and wasn't considered very good. I remember the lady as a very dark presense, but a good guy, a victim of science experimentation I think? That's why her brother was a panther.

It was called Cybersix. I loved that cartoon.

Maybe you're thinking of the Disney cartoon Gargoyles. The main human character was a female detective who discovered the Gargoyles. Her brother was also a police officer but he was altered by a genetic experiment and turned into a panther like creature. It was on for about 3 years on weekday afternoons. It might be on ToonDisney and I think it is available on DVD.

Cyber 6 was the name. It aired on Fox in the fall of 2000 for a grand total of 9 episodes. It was the same year they screwed up Escaflowne. I saw every episode that aired on Fox.
