The climate is going to change, whether or not this is our fault doesnt change that fact. We still need to be able to get enough food to feed our growing global population, no matter what the weather decides to do with itself, right? I would start work on building huge, multi-level, indoor farms in Africa. It would obviously need water, good soil, farmers, lighting, ventelation, and scientists of some sort too. These could be the prototypes for domes that we could use to colonize harsh planets and/or the Moon. This would be intensive farming and some of the domes could even specialize into Genetically Modified vegetables. Some surveys have indicated that most people are more ok with GM vegetables than they are with GM meats. This could wipe out global hunger and may even save the human race.
So my answer is that I would begin this project and sell the food at a loss, or a great deal anyhow. This is creating a solution instead of throwing money at a problem. 40B is alot of cash and would be enough for this ambitious project.

Send part of it to the most needy orphanages in each continent (10% for each continent except Antarctica) and make sure that they are not using it for administration but for actual children needs.
Then with the rest of it, (40% of $40 billion) put it into an account to let any unused money earn interest, and with that account set up programs to help the local homeless with schooling if needed by offering them payment for courses that would allow them to get a job that is worth enough to get off the streets, pay the first 4 months of rent and all utilities for a place to live so that they could get their heads above water before they begin to pay their own rent or house payment with that new job (they have to get hired within that first 4 months and then keep working in order to live there longer or someone else gets the chance), give them a couple of complete outfits to wear to work, a hair cut if needed, a year's pass on the public transportation system to get them to that job during the first year (or pay for a reliable car pool service for them if no public transportation is available to their workplace) and supply some groceries and hygienic items for them and their children and spouse if they have any. Dental and medical needs would be taken care of within reason until they could get insurance through their job. Also offer counseling in money management, employment, and other areas that would help them move back into society. Most homeless are not there by choice but by circumstances - lay offs, fires, other situations beyond their control. One thing I would ask of each of them after they got back on their feet: to either donate a bit back in when they can to keep the funds alive or to help another homeless person in some way.
As of now once a month I make several large deep dish trays of food for a local family homeless shelter and help serve it which gives me the chance to talk with them and get to know them as more than an anonymous homeless person, and the reasons why the families are there are sometimes a surprise - and anyone could have their situation and suddenly find themselves in that spot. Wish I could do more, but that is all I can afford for now.

I would first start with giving to the blind, then give monies for people in rural areas so they could build and grow their own food, then give to some (be very particular) community services that have a good track record, and then I would make appearances around the world (wearing different disguises) and just passing out money to people at random, and last but not least, I would build the best, the very best, with the very best skilled people to manage orphanages for ALL abandon children and help the those who are old enough to get the best, the very best education and have fun while they are doing it!

first ,,i have cancer and while i was having chemo and radation i seen a lot of kids and people that was really scared going through the treatments .. so first i would give a lot to cancer research not for myself but for the other people especally the young kids. and for the ones that couldent afford the treatments and there medicane i would give so much for them...then i would give so much to the homeless people that dont have no wheres to live...then i would start a soup kitchen to feed the hungry.. people send money over seas to feed those kids when there people in the usa starving to death ,, or freezing to death..

do you mean which charity organization will i donate my money to?
i will build as many schools as i can and give basic education to children who can not afford to go to school. i will organize a scholarship foundation for students who are deserving to be in college. education they say is the key to success.
you give a poor man a fish and he will live for a day. you teach a poor man to fish and he will live for a lifetime. i guess giving them education is teaching them to fish.

i would give it to worldvision...b/c just recently i did this fast for food thing for them to help the poor people in africa and other places and we couldnt eat for 30 hours and tried to collect money and food and stuff like that..they said
1 dollar could feed a kid for a day
30 dollars could feed a kid for a month
365 dollars could feed a kid for a year
and w/ that much it could help to feed over 109 million hungry kids in the world

well if I had that much money I would definitely help my kids and myself first LOL.... I would then help in the fight against smoking and cancer, I would also donate the most of it to the children's hospitals so that our legacies can go on....there is nothing more saddening than that of a sick child..

i would look for people who cant afford health insurance and help with dental care for people who could not afford to do it. also help people by putting out scholarships to people who want to get their geds and improve their job searching skills. sink about 10 million into research for diabetes i think i could easily spend 40 billion.

having been exposed to many board of directors, i would not donate most of it to charities, but would rather give it to specific individuals/groups/families/programs/educators/policemen/firemen/soldiers/researchers,
and ask them in return to do the same as I did, and so on......
