not every one does this... but some people that do... do so because they just don't care about the next person that has to use it, its not their bathroom, in their home, they will never have to use it again, and they don't have to clean it... its a lack of respect for anything that does not belong to them, and a lack of respect for their fellow human beings...

Lack of civic consciousness and one's upbringing. Don't they teach this subject in school?
This is a universal problem, not confined to just one country or one people. Many people see the upkeep of anything public i.e. the telephone, the streets, the parks and yes, the restrooms to be the job of 'someone else', hence they do not consider others who are also using those said facilities. That is why we sometimes see rubbish being thrown out of a moving car, for instance. The occupants would never consider dirtying their car when there is a perfectly big 'dumping ground' outside!
Proper upbringing can also help alleviate this problem. I remember when I was young, I'd carry whatever rubbish I wanted to throw back home so I could dispose of it properly. The same with public restroom; clean up after one is done, just as one would do at home.
We can all gripe about this problem until the cows come home but unless people change their attitudes, it will still persist. So much for being civilized!

People seek power to hide their insecurities. I bet the same people writing "I will kill you" on the walls of the stalls are the same people slandering other anonymously on the computer. If the janitor was in the restroom with them they wouldn't act that way, they do it because they feel that it isnt their responsibility, and that they are standing up for themselves by not helping someone else do their job. I guess it makes them feel secure about their courage level. But they really need to stop urinating on the toilet paper.

Excellent question for which I have no real answer. Humans appear to be pigs and prefer living in slop than living in a clean environment.
I used to travel a lot and it never failed to disgust me to enter a public restroom only to discover it had been used as a garbage dump, or that previous visitors had left their mess for others to clean up.

good question. but here's some food for thought: when I've travelled abroad, namely London and Italy, their pubic restrooms are SPOTLESS! and the people using them help to keep them clean, too, by wiping up with a paper towel the water that splashes around the sink area when you wash your hands. Something to think about.

I know, it's disgusting! The worst one ever was the one on Brighton Pier, Uk. There were 3 cubicles(from what I remember). In the first one someone had 'written' stuff all over the walls, toilet bowl and door with their own cr**, the one next to it was just as shocking, but instead of sh**, someone had used a bloody tampax as a 'pen'. I didn't bother check the 3rd one...

Do people change their habits in public or are they simply acting like they do at home?
I think that people who value their own properties have more a tendency to value other people's properties. But, in drinking establishments, you can throw this theory out. âº

Cause people are nasty,if they don't have to clean it,they trash it.
I was in the Job Corps when i was younger,and you should have seen the girls bathroom,and we had to take turns cleaning it.
