If you are not a member of domain:

In the control panel, go to user accounts.
Then check "enable welcome screen"

If you are a member of a domain, its not possible. (Domains are typically only used in a business setting)

Tweak XP will allow you to change the way you access your computer by removing (or hiding) the log in screen. If you do use a login password to access your pc then you must first remove it.

Control panel --> User Accounts (in the Category View) and change the options in there
