Pacing you, also if you look on older highways the often had markers that the police used and would count how long it took you to cover that distance and could get your speed from that.

a variety of ways:
1) driving on the road at the same time, comparing relative speeds (if he's driving the speed limit and you're passing him, you're speeding)
2) timing a car passing two known points on the road (then you can figure out how fast the car is going by determining the time it takes the car to go a known distance in the time you measured - when you see "speed monitored by aircraft" this is often what they are doing from the airplane.

Back when I was a cop and it was not my turn for the only radar gun we had, I simply used my head to figure out if someone was speeding. After you watch enough cars (over time) you can get a good idea when someone is speeding. To get the proof though, you would have to clock them on your speedometer and that was difficult if they spotted you.

If, from the initial sight of the suspected speeding car, the police officer can't finish his dounut before the car travels out of sight, the suspect was considered speeding.
