is it where the goalie can handle the ball?
is it where penalty can be awarded for a foul on the attacking player?

it's just to make sure every player was 10 yards away from the penalty spot when a penalty is being taken..have u seen a penalty kick before?no player would stand in it instead they stood around the semicircle..it's similar to the circle at the center of the field..when a kick off is about to be made..the opposition side must not stand inside the circle..i'm sure u noticed that right..?so a simple answer to ur question is the semicircle is just for making sure that players are 10 yards away from the spot..that's all..goalie cannot handle the ball there and penalty wont be awarded if a foul occured there..

When any free kick is taken opposition players have to be 10 yards away from the ball. When a penalty is taken ALLPlayers of both sides except the taker have to be outside the penalty area and 10 yards away from the ball,

It is 10 yards from the penalt spot. No one except the defending goalkeeper and the referee can stand inside the penalty box or the circle when a penalty is taken

both are wrong
it is use in a penalty kick for the players waiting for it to happen, they can not go in the semi circle or the penalty will be kick again

No other players can be inside that semicircle when a player is attempting a penalty kick.

There are no semi-circles on a real football field!
