Are you for real? Do you really think the clouds can be on the other side of the sun? The sun is 93 million miles away. Our atmosphere ends, for all practical purposes 150 or so miles up. After that is outer space. Clouds do not exist outside of the atmosphere.
Now just maybe this is a trick question and you are meaning nebular clouds or clouds around other planets. If so then yes there are always clouds on the other side of the sun.

There are no clouds on the other side of the sun. The only clouds are in our Earth's atmosphere and the Sun is 93 million miles away.

It depends on what you mean by other side of the sun. If you mean, behind the sun as opposed to infront of it, then the answer is never.
The clouds you see when you look up in the sky are inside of our atmosphere. The sun is very far away outside of our atmosphere.

On Earth, the area past the horizon, out of view, will have clouds somewhere.
In space, there are clouds of stellar debris on the opposite side of the galaxy.
