this means to ignore the current situation and put a brave act in spite of your fears.

there is a long tradition in many cultures of ringing bells , singing, whistling and making cheerful noises to dispel evil spirits.

Graveyards besides being filled with ghosts are associated with silence. as in silent as a tomb.

I think it is a natural thing for people walking past a graveyard esp. after dark to make noise so that they do not have to listen to the dread silence or even worse ghostly noises.

I think it has to do with whistling supposed to keep the ghosts away or maybe that when you're carefree and happy you whistle so it means that you aren't scared to go by the graveyard.
