Normally, it is because their parents and teachers told them never to talk to strangers, so; they don't.
I do or I wouldn't be here.
And from experience, half of te people will look at you like you are crazy. And about 10% of people will get quite rude for the imposition.
I've even had a girl go off for sitting next to her in a crowded bar when there were no other chairs available and all I had to do is tie my shoe laces.
Most girls believe that strange men are only after one thing, and in certain settings they are positive of it. And to be honest, your question gives them reason to believe they are right. Sex and Love tend to be interchangeable terms.

because when they say that, they only mean the fanciful love that you hear about in songs and fairy tales...the kind that strikes like lightning across a crowded room, no questions asked or problems along the way...
while something like that would be awfully nice to look around for, its not only paradoxical (that kind of love will show up whether you're looking or not), it isn't particularly realistic because the true, lasting love that works in this weird little place we call the real world takes actual effort to start and keep alive...peeking around corners is for pipe dreams, putting yourself out there is the only way to get something worthwhile in return...

People looking for Love faraway outside of themselves...so they are not there to say hi, but somwhere on indefinite distance...don't bother to judge walking empty shells. Forgive and do your search differently.

because the person sitting next to might be to shy to say anything about it they might be waiting for you to ask that person out..or they might want you to start the conversation
